Frederick was born in London in 1815. he was the son of Etienne lambert Baillieux and Sarah Hawkesley. Etienne had been born in Liege in 1773. He fled Liege and came to England after the 1790 revolution. The family were embroiderers and mercers, as well as being considered part of the aristocracy.
Frederick’s half brother was Lambert Bailleux (1802-1861), a famous musician and dance master in Bristol and Bath.
